I have a type 2 connor persona and the gem counts are as follows:
6[Master]5[Agility]5[Strength]5[Toughness]5[Empathy]5[Reason]
Excluding the master card limit, that comes to 25, which I remember reading in a rule book as the correct total before you multiply by 3 for any given gem type. I might have that wrong though.
I have another type 2 connor persona from a 2014 summer special set. The attributes and gems are way different.
7[Master]15[Agility]21[Strength]17[Toughness]9[Empathy]13[Reason]
Does anyone know why there's a difference with these?
Really appreciate anyone's insight on this!

There are two types of Conner’s with two different abilities. For clarity does you 7 master ability note he can ignore and 6 reduce exercertion sizes. FYI highlander pre game increases all your abilities by 1 (to include masters)

FYI highlander pre game increases all your abilities by 1 (to include masters) Yeah the one with master 6 says: You may discard one [E] to ignore the effects of any card played by your opponent that would force you to discard cards from your hand. You may increase or decrease the size of a Hard Exertion made by your opponent by one for every Ally you have in play (to a maximum of three). Master 7 If you have no Allies in play, during one Phase of your turn, you may nullify any Restriction effect your opponent has in play preventing you from playing a card(s) from your Hand. But what I don't get is why the gem count is so high on the second one? Thanks for your help by the way!

The second (higher master) is based in the comics and Conner after killing Kurgan. The difference is intended

so in your old connor, you can 5[Agility]5[Strength]5[Toughness]5[Empathy]5[Reason] you get 15 total gems each (5x3 Agiility, 5x3 Strength, etc...)
in the "new" connor, it's as indicated. 15[Agility]21[Strength]17[Toughness]9[Empathy]13[Reason]
the Master is separate assignment. Two diff't versions of connor.. they play quite differently, and so the difference.
