There are a few cards like Michael Christian's Counter and May-Ling's hilt that say you opponent must discard defences to play defences. These are differently worded than cards like Master's Dvance which includes the phrase "from hand". So my question is whether the aforementioned cards require you to pay the cost even if you play a defense from an exertion, or is it a blanket rule that these effects only apply to defenses played from hand?

Unless specifically stated on the card, Costs like you describe for Defenses are “from your Hand”

umm... wait.. i thought.. the ones which don't state "from your hand" then apply to all the defences/attacks played from anywhere? Rulebook uses example of the Master's Advance.
here are the quotes from the rulebook pg.11: Example 1 - If you have to Discard a card or perform an action to play a card (like Master's Advance or being Prone), you only have to Discard a card to play a card from your Hand. If you Exert for a card to play, you do not have to Discard to pay the cost if the text says the action must be performed to play a card from your Hand.
Example 2 - If your opponent is playing with the Short Sword WoC you must Discard a block to play a non-basic block. Since the text does not specify "from your Hand" you would have to Discard a block to play a non-basic block from your Hand or from an Exertion
or.. maybe im not understanding the question?

The entry for Example 2 is incorrect and I need to remove it from the Rulebook. The intent was that cards from an Exertion do not have to pay the Cost

Ohhh. But aint it fun to watch your opponent floundering around on the floor?
So even when prone, playing cards from exertion wont have cost - this is nutty.

If you are Prone, playing cards from or as if from an Exertion are free
