The rulebook states that Watcher Pregame cards are usually considered allies. If a player is using Duncan with a Watcher Pregame, is that card elligible for Duncans persona ability?

The rulebook defines ally as a card with the person's name as it's title, so unless the watchers are titled Watcher they should count.

Pre-Games are played and put into play before the game begins, but this goes into the Pre-game slot. only one card will effect a pre-game at this point and that is Divine Intervention. Also, Pre-Games will not give you bonuses other then what is on the card. So Ceirdwyn and others like her, cannot take advantage of Pre-Game Ally Cards.
