This ruling is in reference to the May Do / Must Do phase. For Type One format, Tim is saying that the rule is the same. This means that during your MD/MD phase you have to first resolve any Must Dos then you may resolve any May dos. The only exception to this is that you may play a May Do if it will affect a Must Do.
