If you do not look at your opponent's hand during your turn, play in conjunction with an attack. If that attack is successful, your opponent cannot draw any cards during their next Draw/Discard Phase.
The card goes hand in hand with Felice Martins Persona Power. With this she can freeze an opponents hand for one turn while she decides on what to attack or do.
Besides stalling your opponent, it also allows you to drain their resources while doing so. Just be careful on what you play against her, if you play a card that allows you to redraw your hand, you might be in for a nasty surprise.
