If the attack can be made a PB yes you can exert if it is hidden. Once your opponent declares he is exerting for defense you would reveal the attack and he would play his defense (if found) from his exertion. The incorrect defense situation occurs when he plays an incorrect defense from hand, then realizes he's screwed and exerts for a better defense. Only a card effect allows you to make multiple hard exertions per turn.

Thank you. But don't you have to make an exertion to block the full strength of a Power Blow? If the attack is hidden do you play your defense from hand and THEN exert to stop all damage if it successfully blocked it? Or do you have to declare the exertion simultaneously with the played defense (which may not successfully block the hidden attack)?

If you play a block from hand and it is successful you would exert (if you wished) normally to make it a PBlock. Playing a defense from hand and making an exertion are separate actions, you do not need to declare together. Sometimes, when an incorrect defense is played from hand against a hidden PB, you eat a few damage. Better hope for a dodge.

Ok, that's more clear to me now. Thanks! Did you download the rulebooks from the links over on the right? The Type One Rulebook, H1E Final Rules and other H1E links are the ones pertinent to you. Type One is the old rules updated by the current rules team, The H1E rules are the ones that were done between the original game and the advent of the new sets. Some people like the old, some people like the new. I am biased, since I co-wrote the new.

I didn't download the rulebook, I'm just using the rule cards that came with the starter deck.
Another question: Luther's Persona says that he can block Power Blows without making an exertion. But he also has a card called Continuity (I think) that basically says the same thing. If it's the same thing, why would he need that card when he can do it normally? Or is there a difference I'm missing?

According to the Thunder Castle people I knew, Luther's persona power was chosen after they assigned him the continuity card.

If you are only reading the rule cards that came with the game, you will be well served to download one or the other of the rulebooks. Seriously, there is a LOT you are missing.

Never played either card as I recall. My Luther was pretty much Angry Mob, Careful Planning, Master's Attack, and abuse of Intimidate. Not a deck I was fond of.

I just wanted to say thanks to everyone who has offered to help me find the cards I'm looking for but I don't need them now. One member here went FAR beyond my expectations and provided me with exactly what I was hoping to get plus much more. I'm grateful to him and this community for all your help.
I'll still be around as I study the rules deeper and prepare to make much better decks than I had before. I know that will lead to many more questions.
