That is the way I think the response was intended, but there is that slim possibilty that it was a vauge answer to one of four possible questions out of that post. Just covering my bases is all.

They are not in play. All pre-game cards are 'placed' into the pre-game before the game begins. Pre-Games have the ability to affect in game cards, like Divine Intervention has the ability to affect pre-games.
This is to remove some potentially bad situations in both formats (ceirdywn to name one of the abusers).

Alrighty then. footnote: Cierdwyn was already neutered in the Handbook by the previous ruling that pregames were not allies.

After talking to what was left of Tim after the last tourney, ;D, we all talked and he said he would clarify this rule in this manner. Pregame cards are not considered in play and not considered allies. The effects of pregame cards are in play, and can be affected by cards that deal with effects, not cards "in play". Pregame cards can only be ignored/nullified/removed if a card specifically targets pregame cards or a card targets the effects. Pregame cards have thier own side board area of the game field, and so are to be treated as a seperate entity for the most part. I put this up because Tim hasn't been able to yet, and I don't know if he forgot. Don't take my word as final on this, since that can only come from Tim or Brent. There is your cue guys.
