I will add advice for budget players I strongly recommend three things:
1. Keep the combos simple and plentiful, as in go for combos you can use six times and keep it coming. With a decent way to soften up the defender. Example I had a player make a simple Head Shot/Cheese deck. Not fancy but it had ample defenses, enough cheese to soften up the opponent and then would start up with head shots from all sides. And the only rare cards were the direct damage the rest mostly commons.
2. Use one deck its far easier to modifiy and use a deck you play with exclusively and all you need is to add the occassional new card if it helps. I do this with all the games to maintain my game play at the lowest price. And if you really know your deck inside and out your going to have it refined to the best weapon it can be.
3. Take risks, as in ignore toolbox cards or if you use them make them necessary like Alertness to reveal hidden attacks in a head shot heavy deck is kind of a big need. You cannot in my view build a deck able to defend against everything and keep it practical. In most CCG's I beat opponents by having a tight strategy and ignore everything else and combos I can pull off alot. When one has limited funds that is generally your best option.

A Comment on #3-
In Highlander, the toolbox cards are all fixed cards you get in the starters. If you have basic attacks and blocks, you also have toolbox, so it isnt a question of finance.

He may have been referring to the better and rare versions of the toolbox cards, such as the nullify ones, and I think #3 is more about streamlining your deck for its main goal of victory rather than stuffing it full of cards in an attempt to defend against everything because when you do, the deck then becomes more about stopping other decks instead of being about what your own deck can do.

Not true. There are 2 very important toolbox cards that are NOT fixed -

The Alertnesses also aren't fixed either, they're common and some consider them toolbox.

I'm waiting- I'm sure it'll happen. Toolbox for me... Alertness Recons Foci Police a location... rearm damage prevention foiled I'll usually run a location like dojo/spiritual center which has a two fold effect for me. I've almost made Master's Reason a permamnent card in every deck. The ability to ignore almost any card type is extremely useful. I can't get enough of them...

funny enough I just ordered a Master's Reason from Thorr... As for locations, with my annie deck, since my big concern are cards that stop her from attacking, I use 2 Dueling Grounds. I also find the Objects don't affect me, nor to I play against Plot heavy decks, yet lol. And even if i did, like Xaiver. One can only stop so many of his Plot, so filling a deck with Investigations and Foileds isn't that good of an idea; though maybe one Foiled isn't a bad idea of course. Situations are the more common Specials used, so I protect against them more. Damage prevention, I just don't have enough cards for that, so I tryo to just beat more damage out faster!

I meant try not to toss a card in just to stop a potential threat that may or may not come up, not wasting space should have been more proper a term. For example Alertness cards a common almost always are useful sooner or later, but do you need something against direct damage if its one card? For that slot one could add a another more powerful card even among the commons perhaps. But cost does factor into decks at some point so sticking to the basics and focusing on a combo based deck that is easy to pull off is important. I tend to fall into the combat role between the one or two attacks a turn until I can add cheese to my deck or broaden it out a little. But that doesn't mean not to go for it I tend to have good combos and work around the Dragon Head Hilt card to full effect, Weapon Master is a great card for that with other WOC cards. I'm still waiting for more cash to finalize my intended upgrades but until then I make do. I still hold my own locally with even a deck that I have I just focus more on luck than skill. And speaking of deck types don't forget the Richie Ryan Kitchen Sink Deck when not sure he can toss in all kinds of cards and heaven knows what he will pull off. Lets say that is a: Persona Specific Theme Deck (one built around the strategy of an immortal due their unique abilities).

The problem is you don't know if it's a deck of direct damage or simply 1 card. It's the Pringles factor... Usually if they play one; they're gonna play more. And cheese w/ multi attack is a very effective strategy (if you play it or against it-doesn't matter) I would rather see cheese than disarm/break weapon any day. After your weapon is broken- attacks and blocks clog up your hand. As do all the little play in conjunction with attack cards. That's the 1 thing that makes me wanna come across the table

Well for me, since Annie loves attacking, Dueling Grounds is just too perfect, it lets her get an extra attack, on top of the one her Power already give her, and laughs at cards that prevent her from attacking. So with that Location, that saves me filling up the deck with other cards to help protect me from attack prevention and thanks to the Location bump rule, playing it lets me get rid of a bothersome Location. My rule is if there is a Location that helps you deck and I put it in, I don't need the waste space for the anti-Location toolbox thanks to the bump rule. If there is no Location I can think of that would work for the deck, I'll put in the anti-Location toolbox. For Disarm and weapon break, I feel the same. Annie with no weapon is like the sun not setting; just not right! Now, since I only play with my brother and I he doesn't do disarm and break, he just likes to beat me down hehe, I don't need it, however, if I were to play with a more diverse group, I would put in cards to help rearm me. I also invested in the Kanzashi for the deck, so that will also help (i saw what it and its cards did and it screamed her name to me hehe!) The only thing I have some trouble with is determining which version of the toolbox I should put in, i.e Event or Edge. The ignoring is cool, but some situations and plots only work for my opponent so igorning them during my turn means nothing. Yes, I know of the nullify versions, I don't have the cash at the moment to buy boxes to try and get them, so I work with what I have hehe.

Have you played against Kronos? Dueling Grounds won't save you... ;D And I want the Nullify b/c everyone here play Methos w/ Secret ID so now you can make him discard all his blocks, attacks, Open Mind him etc. I usually play QB Hilt if I'm not workin' a particular strategy (a free attack) | and since I play RR a lot Escape Artist makes all his Evades into MD's His counters should be rares as reshuffling in anything helps with a lot of card control(location, attacks, edges etc). Hugh does it even better-if you can believe it...

Well yes I know Kronos...and I don't ever want to run into him...Persona Powers are nothing I can do anything about. there's is Immortal Wound, but I have to hit for 2 damage lol. There are just some Persona Powers that totally destroy the tactics of other Personas with very little in the way of options for them to deal with it; so in my case, there's nothing I can really do about Kronos except maybe cry and concede haha! And I want the Nullifies too, because I'd use them instead of the Event versions just so I can still play my Specials, I just have to get them! The only real thing I can do about Kronos is to use the Nemesis cards against him. But like it's been stated earlier, I can't defend against everything, it's impossible, there will be some situations that I can't do anything about. It's just the nature of the game and one just has to deal with it; a game can try to be as balanced as possible, but realistically, true balance can never be achieved, there will always be something that is hard to deal with or be nigh unstoppable. And ironically in the attempt to balance that and make something that can stop it, players will use that to create a new hard to beat theme lol...it's just how it is, the loop never-ending.

Mmm, Kronos... ;D that's some good down home killin' there He's a good a multi attacker as Annie (IMO-better) I hope this CCG makes it long enough to add some serious love to his insane skill set. I mean just his Counter add 1 to your next successful attack this turn your opponent must discard a dodge your next attack may be a 0 card power blow your next attack may be played hidden shuffle a card from your discard back into your endurance Now that's good lovin'
