I don't think the sections that HWR has quoted should be considered at all. They are almost completely different from the new rules that Tim has stated for Type 2 (notice how Tim stated you can resolve May Dos/Must Dos in any order but the quoted sections say you have to do Must Dos first) and look to be copied/pasted straight from the old online-rulebook. Other sections seem to have the new updates but this seems no different at all.
I wouldn't go by those at all during this argument.

I mentioned throwing the monkey wrench into the mix for a reason. I agree that the most current ruling by Tim for the Type Two and Type One formats should be implimented, and as far as any of us are concerned they are. Correct? The problem is that any new group or players looking into the HTCG web site for the "Rules" are only seeing what I copied, because they don't know this forum exists. In those copied sections there is nothing about "Permission versus Denial", they are missing a lot of data. The point is these conflicting texts for Type Two format can cause problems with new players/groups when they show up to someone else's event playing one way, while everyone else is playing another. This is not an issue of trying to prove anyone wrong or be arguementative or make things good for an individual idea. We need to look at the big picture, not just the picture contained in our playing groups. If this game is going to get anywhere near the level it was in the old days, then we have to look at its effects and affects on a worldly scale not and individual or single playing group scale. That was where I was coming from, and why I said this needs work, if anyone recalls.

To agree with HWR, I am dissapointed that additional (new) issues with the text that was changed with the move to the new site. Players of this game have been waiting for a solid rulebook for long enough, to see it take a significant step backwards is very bad.
I can only hope that was is currently out there was accidental, and will be fixed in the short term (and that it was just a matter of an accident while migrating the website).

Rules change from on high...until it is deemed abusive in some way, in first ed and second ed tournaments May Do's and Must Do's may be played in any order.
We will keep an eye on things and if there is reports of abusive things going on we want examples and such, then we will make a judgement call at that point.
But to keep both formats the same, is a better intrest for the game then two seperate styles and regulations.
